situation of the city and the hospital seems to be all you addressed. Did they have enough supplies? What does their population look like? Young, old, migrant
workers, homeless population, disabled and hearing impaired, you mention them but not what the issues were in regard to them. For example, full homeless
shelters, no way to determine how many migrant workers, and issues with communicating with the migrant workers and deaf population.
