Course Syllabus

Course Description

A progressive primer for students who want more knowledge about fire and emergency services administration. The course demonstrates the importance of the following skills necessary to manage and lead a fire and emergency services department through the challenges and changes of the 21st century: Persuasion and influence; accountable budgeting; anticipation of challenges; the need for change; and using specific management tools for analyzing and solving problems.

Course Learning Outcomes

Upon completion of this course, students should be able to:

1. Assess the importance of positively influencing community leaders by demonstrating effective leadership. 2. Analyze the concept of change and the need to be aware of future trends in fire management. 3. Outline the priorities of a budget planning document while anticipating the diverse needs of a community. 4. Develop a clear understanding of the national assessment models and their respective approaches to certification. 5. Discuss the elements of effective departmental organization. 6. Analyze the value of a community-related approach to risk reduction. 7. Classify what training and skills are needed to establish departmental organization. 8. Report on the importance of communications technology, fire service networks, and the Internet when conducting

problem-solving analysis and managing trends.

Prerequisite(s)

No prerequisite courses are required by CSU for enrollment in this course.

Credits

Upon completion of this course, the students will earn 3 hours of college credit.

The University City Fire/Rescue Department is writing a new handbook specifically for chief fire officers. You have been assigned to complete the section of the handbook that addresses fire department organization and structure.

Your assignment must include the following items:

Annual Report Assignment

The University City Fire/Rescue Department is presenting their annual report to the city council at the next council meeting. You, as the fire chief have to complete the annual report that addresses fire department organization and structure, divisions, and responses. You will utilize the University City Fire/Rescue Department PDF located here. This assignment will not be graded on APA formatting. This should be a final product to publish to the entire council. You may utilize your own photographs and/or other items to finalize the product, including charts, graphs, etc.

Your assignment must include the following items:

contain a chief’s message about the annual report; arrange an introduction to introduce organization and structure; explain structure, process, behavior, vision, mission, goals, and objectives; define department divisions and how it contributes to the overall operations and goals of the organization; include your organizational structure chart created in Unit I for University City to introduce the organization and structure to the city council; and

Unit III Project

Community Risk Reduction Assignment

As the chief of University City Fire Rescue, during a review of annual data, you identified the reoccurring trend of emergency service calls for a large number of incidents involving the items below. In order to curb the increased risk to the community and the citizens from these incidents, you will need to draft a community reduction plan that identifies the problem and the path that you propose, along with actions to reduce these calls.

Your plan will be presented at the next University City Council meeting. Choose one of the following for your community risk reduction plan.

bicycle safety, carbon monoxide, dog bites, use of seat belts, ingested poisonings, childhood drowning, boating safety, fireworks safety, elderly fall safety, and cooking fire prevention.

Your plan should address the following items:

Identify the role fire department should have in the risk reduction process. Interpret the principles of community risk reduction. Identify who within the department is the lead representative of the risk reduction plan and his/her responsibilities. Identify the risks faced by the community and its residents and solutions to address these risks.

As a chief officer, part of your role and responsibility could be hiring new staff for your station. For this assignment, you are to create a job description and an education/training plan for a new deputy chief’s position within the University City Fire/Rescue Department.

Your job description must identify the position within the bureau, responsibilities of the position, including span of control. Next, explain the training and higher education requirements for this position’s line of work.

Your education/training plan must also correlate data towards trending and future planning.

Line-item budget

As the chief of University City Fire Rescue, your agency has expanded to where span of control is no longer met for you as the fire chief. Your intention is to present a new deputy chief position as part of the budget preparation process.

For this position, you will need to review the job description for the deputy chief position from Unit IV that identifies the skills and training needed.

The information provided in the University City Fire Rescue packet is geared to help you construct the budget items for this new position. Your budget format and layout should be in a line-item concept. In addition to your line-item budget, you will need to identify how budgets affect the local government and taxpayers, along with how they reflect the goals of the community (This explanation is usually considered a budget justification by city managers and administrators.)

Your budget and explanation (justification) of the budget to the community should each be at least one page in length, for a total of at least two pages for this assignment.

Emergency Support Functions

The University City Fire Rescue has been tasked with updating the emergency operations plan (EOP) for the community. Your assignment is to draft one of the 16 emergency support functions (ESFs) for the EOP.

Your ESF assignment should be a minimum of one page, but no more than three pages. It must pertain to one of the 16 ESFs identified by FEMA. In addition, you must explain the role the fire service has within the EFS you choose, while including the different primary and supporting agency roles as well. Grading Rubrics

This course utilizes analytic grading rubrics as tools for your professor in assigning grades for all learning activities. Each rubric serves as a guide that communicates the expectations of the learning activity and describes the criteria for each level of achievement. In addition, a rubric is a reference tool that lists evaluation criteria and can help you organize your efforts to meet the requirements of that learning activity. It is imperative for you to familiarize yourself with these rubrics because these are the primary tools your professor uses for assessing learning activities.

Rubric categories include: (1) Discussion Board, (2) Assessment (Written Response), and (3) Assignment. However, it is possible that not all of the listed rubric types will be used in a single course (e.g., some courses may not have Assessments).
