Users are an individual who uses a computer and citizens are the same in the word, they are individual but they are also citizens and they classified as users who they go for governmental online services. Thus, when release as such for first time on the web user satisfactions, engagement and adoption is high, cost effective and accessible hence usable that is for SNS in comparison to e-government system and its web applications.
