Section 2. Background and Significance
– Substance’s disorder is a worldwide problem and leads to diverse criminal activities
– The US has the highest death rates from substances disorder in the world
– More countries _Canada, Switzerland, Australia_ have built Supervised Drug Consumption Center and proved to have positive outcome, including less overdose related death, less crime activity and less infectious illness transmission
– Whether opening supervised drug consumption centers is an effective way to control substances disorder in the US

Section 3. Methods
– Quantitative portion:

o Look up the data of infectious illness (HIV and HCV) rate before and after building the supervised drug consumption center in Vancouver, Sydney and Lausanne
o Look up the data of overdose death rate before and after building the supervised drug consumption center in Vancouver, Sydney and Lausanne
o Look up the data of criminal activity rate before and after building the supervised drug consumption center in Vancouver, Sydney and Lausanne

– Qualitative portion:

o Evaluate the potential general outcome through literature review, which include
1) May encourage/discourage drug abuse
2) May increase/decrease the drug-related crime in nearby communities
o Find data through:
– surveys
– news
– government related articles

– Quantitative portion:

o Interpret the data of infectious illness (HIV and HCV) rate in the supervised drug consumption center’s neighborhood for the past three years in Vancouver, Sydney and Lausanne to determine whether building Supervised Drug Consumption Center leads to less infectious illness transmission
o Interpret the data of infectious illness (HIV and HCV) rate in the supervised drug consumption center’s neighborhood for the past three years in Vancouver, Sydney and Lausanne to determine whether building Supervised Drug Consumption Center leads to less overdose related death
