Instructions: In this module, you will continue the important task of sharing intelligence with members of various federal, state, and local intelligence and law
enforcement agencies, especially when dealing with intelligence of a potential terrorist attack on the homeland. This module will also require you to expand
your intelligence network to include intelligence from foreign allies within the international law enforcement and intelligence communities, particularly those
agencies with which the FBI coordinates on matters involving groups that have been designated as Foreign Terrorist Organizations (FTOs) by the Secretary
of State.
Since you now have to deal with the intelligence of a pending terrorist attack within the United States, you will be working with a network of foreign
intelligence analysts via liaison with members of the Central Intelligence Agency, Department of State, and the Department of Defense. You also will have
access to intelligence via the FBI Legal Attaches (LEGATs) assigned to the various embassies throughout the world in attempting to verify the veracity of the
intelligence of an imminent terrorist attack and in identifying the intelligence gaps that require a tailored collection plan in order to obtain a more accurate
threat picture.
FBIHQ has been advised that the National Security Agency, while monitoring known Al Qaeda training camps in the Federally Administered Tribal Areas of
Pakistan, intercepted a telephone call from an individual in Denver, Colorado, inquiring on how to make hydrogen peroxide-based bombs. The conversation
turned to the discussion of the pending multiple “weddings” throughout the United States.
Based on a reverse telephone number directory check, you were able to identify the subscriber of the telephone to be Najibullah Zazi. A full terrorism
investigation has been opened on the subject. A preliminary records check resulted in the attached intelligence report (Links to an external site.).
The FBI Denver and FBI New York Divisions’ Joint Terrorism Task Forces have been tasked to conduct a surreptitious background check of Zazi and to
coordinate all investigative activities through FBIHQ.
You have been supplied with the intelligence report attached above, but now need to identify gaps in intelligence and devise a collection plan that
appropriately addresses these gaps.
craft a collection plan for your supervisor that provides your updated assessment of the situation based on this new classified reporting. Be sure to include
the following:

What domestic partners should be included in your collection plan to help fill the identified gaps, and why?
