Scenario
The local Council has invited a group of Year 4 students to the annual Anzac Day commemoration. Teacher John and teacher aide Kerry will escort 10 students to the Council Chambers for the ceremony at 10:00 am on 23 April, followed by morning tea in the adjoining public park with Council dignitaries.
The group will travel to the ceremony by bus but will walk back to the school after the morning tea. Their return journey will require walking through the public park, crossing one road that does not have a pedestrian crossing and entering the school grounds via the oval.

By the time the school bell rang for the day, Teacher Aide Linda had been asked to assist a child who wasn’t feeling well, deliver a piece of broken equipment back to the library, help a parent find a lost item of his daughter’s clothing and move resources off her table to make way for a display. These tasks were in addition to her usual morning routine.
On her way to the classroom to begin work with a group of Year 6 students, Linda came across a glass louvre in the toilet block that was cracked and but remains in its mounting. In her hurry to collect the students on time, she realised she had left the box of necessary equipment for the activity in the pile of resources hastily moved off her table.
