You will develop the business plan for a start-up health information exchange in your local community. Use your current location as the “local community” which could be a few small towns or a large city, whatever area you live in or are most comfortable describing. As a young entrepreneur, you’ve noticed that your local community lacks a health information exchange and no regional, state, or national health information organizations have penetrated your community. Therefore, you must start from the ground up using the knowledge gained from your experience in healthcare and this course to develop a business plan for a HIE. Starting with an assessment of the current community for key stakeholders willing to help you with this effort, forming an exploratory committee, choosing the appropriate governance structure and locating the necessary funding to get this HIE off and running. What services will your HIE provide and why? This is an essential question and should drive your efforts from day one. Your HIE must serve a purpose and add value to the community otherwise it will not succeed.

Review other successful HIE business and strategic plans to determine how best to develop these key documents, letters of commitment for your committee members. Developing a request for proposal to one or several key IT vendors capable of meeting your HIE’s needs
