Starting with an assessment of the current community for key stakeholders willing to help you with this effort, forming an exploratory committee, choosing the appropriate governance structure and locating the necessary funding to get this HIE off and running. What services will your HIE provide and why? This is an essential question and should drive your efforts from day one. Your HIE must serve a purpose and add value to the community otherwise it will not succeed.
