Final Concept Paper- Instructions
For this civil policy position paper, the political issue to be addressed has not need addressed this semester. Therefore, it will require you to do policy content research beyond the course materials. The policy area to be addressed is abortion. As you are aware this policy area has been hotly debated and contested for many decades both at the governance level as well as the general population with no satisfactory resolution short of that found in the Supreme Court decision in Roe v Wade (1973) and yet is being challenged today from many corners. Main Instructions
• The paper should attempt to summarize the current situation, noting some major past developments as well as the current policy position(s) (1st Part), then attempting to apply one of the policy analytical frameworks (2nd Part), and then develop a civility rational policy position plan (3rd Part).
• The argument presented in the position plans to also identify those who opposite your position, comment on the merit and weakness of their argument as well as who they are.
• The paper should end with a concluding position that allows for possible points of reconciliation to this critical and very emotive policy area. This concluding final position argument needs to present a civil and rational approach based on our readings or, like the in-lesson essays, argues against burdening this debate with the need for civility, again as found in our readings. Results will be a concluding position that takes a civil and rational approach to this critical and very emotive position that allows for possible points reconciliation.
Breakdown of Instructions
First Part: 1st (Understanding of problem area)
First, the paper needs to address the policy topic summarizing the key characteristics and positions taken on the policy.
Second & Third Part of Essay: The second and third part of the essay addresses the “how to research” and “the structure and nature of the debate” of the policy respectively.
Second part (how to understand it using a specific policy framework or structure)
The second part of the essay should discuss from analytical research perspective which policy process theory model, found in the required text -Theories of the Policy Process, would be the best to use to research/analyze to gain an understanding of the policy issues and the positions taken about this policy area. It is important that in this part of the essay the policy positions, taken by all sides, are clearly identified.
Third Part (how do we debate the civil argument rationally)
Last section of the essay should develop a policy position argument that you would take. This position needs to a be presented as a rational argument demonstrating civil attributes, for example tolerance, respect and compassion as found in our readings, for the opposition…. OR present an argument that given the nature of the policy area this policy debate is beyond civility and that use of civility would be an impediment to participants in a policy debate, again this position is taken by several in text and supplemental reading.
Other Requirements
Write a 15+pg paper on this policy area. This paper will require proper APA style, reference, and citations formats. Failure to cite properly, present your ideas clearly, free of grammatical and/ or spelling errors, shall result in grade deductions. It is important that you provide supporting in-text citations for the use of paraphrase material. This paper is to conform to APA writing style.
