Qatar’s financial and securities regulators have launched a joint regulatory sandbox initiative geared towards facilitating FinTech company experimentation, against the backdrop of increasing efforts that span across the Gulf Region to remove current frictions and pave the way for innovation within the financial and securities industries. A competitive race to become the Region’s top FinTech hub has just started.
Deliverable
Put yourself in the role of a member of a Fintech Task Force set up jointly by the relevant regulatory bodies in Qatar.
Each task force member will be assigned to and will be devoted to analyzing the implications of one of the FinTech activities listed below:
1. Distributed Ledger Technology (DLT) applications (outside Bitcoin and other digital
currencies)
2. Cloud computing OR other big data services outsourcing OR Crowdfunding
3. Robo advisory OR other artificial Intelligence applications
4. RegTech and SupTech OR Central Bank digital currency
– Based on the insights developed in this program, prepare a short regulatory policy note addressing the following issues:
→ What opportunities does this FinTech activity present in Qatar?
→ What concrete regulatory policy risks/dilemmas does this FinTech activity pose in Qatar?
→ What local, regional and global limitations and challenges need to be addressed when implementing this FinTech activity in Qatar?
→ What advice do you have that might serve the Fintech Task Force to inform its policy
formulation process given the opportunities, risks and implementation challenges that you have identified?
